A unified database of road construction materials and new technologies developed by KazdorNII JSC in 2023.
The purpose of this base is to improve quality, develop and support domestic science and production, determine efficiency, open and transparent implementation, eliminate falsification and lobbying of road construction materials and new technologies.
At the moment, the database consists of several components:
• Unified database of road construction materials (quarries, factories)
• Register of new technologies
• Register of asphalt concrete plants
• Register of accredited laboratories (at the launch stage)
• Register of technical road safety equipment.
The quarry map is a GIS map with the geographical location of quarries/factories and information on manufactured products. The advantage of a GIS map is the digitization of quarries and factories, the elimination of lobbying of manufacturers, falsifications about the quality of RCM and data updates.
In total, 842 RCM quarries are currently operating in Kazakhstan, of which 106 quarries in 8 regions were examined last year, laboratory tests (physical and mechanical tests, radioactivity indicators) were carried out on 160 types of RCM. The remaining RCM quarries in 9 regions began surveying this year.
The register of new technologies is a database of new and innovative materials, products and technologies that have been tested and are being tested. The register contains lists of RCM with detailed information about the manufacturer, supplier, scope of application, information on developed regulatory documents, test reports, etc.
Based on the results of nine meetings of the Technical Council (hereinafter
- the TC), 98 new technologies and materials were added to the Register, of which:
- “green status” - 36 (included in the Register of New Technologies, recommended for inclusion in design and estimate documentation);
- “yellow status” - 17 (there is a laboratory report from an accredited laboratory, an experimental site has been allocated, in the process of undergoing scientific and technical support and monitoring of the experimental site);
- “gray status” - 45 (there is a conclusion from an accredited laboratory at the stage of allocating an experimental site).

According to the Regulations of the Customs Union, technologies that have a “gray status” from JSC NC KazAvtoZhol will be identified as experimental sites.
After identifying pilot sites, suppliers of new technologies enter into an agreement with KazdorNII JSC for scientific and technical support for further monitoring of the pilot site for a period in accordance with Appendix D Rules for the formation and maintenance of a Unified Database of road construction materials and new technologies in design, construction, reconstruction, repair and maintenance of roads.
In 2023-2024, 9 TC meetings were held, at which new technologies with Kazakhstani content of 60% were presented. Also, in 2024, together with the NCQRA, 348 asphalt concrete
plants of the Republic of Kazakhstan were inspected, followed by the creation of a digital map of the asphalt plant (similar to the map of quarries). A regulatory and technical document has been developed that establishes the Rules for the production and quality control of asphalt concrete mixtures from asphalt plant.
