JSC “KazdorNII” together with the Committee of Highways of the Ministry of Transport of the Republic of Kazakhstan completed the work to expand the list of types of works provided by the classification for maintenance, current, repair and overhaul of public roads. The innovations are reflected in the updated Order of the Minister of Transport and Communications No. 56 dated January 24, 2014.
The updated classification takes into account modern requirements to ensure safe and smooth traffic. It is also adapted to new technologies, materials and road construction equipment, which ensures a higher quality of road maintenance and increases the requirements for road organizations.
To ensure timely and quality road maintenance and repair, as well as road safety, the Classification is supplemented with the following types of work:
- road asset management - activities on diagnostics and instrumental survey of road assets, as well as monitoring of road infrastructure safety, aimed at effective planning of budget expenditures for repair and maintenance of highways;
- mechanization and transport services (transportation organization, maintenance, transport repair, etc.);
- management of the operation of Bridge Structures and tunnels (the first tunnel on the Western Europe - Western China route was commissioned in the same year);
- scientific and technical support of highway facilities - a set of works of scientific-methodological, expert-control, information and analytical nature, performed to ensure the introduction of new technologies and materials in the design and construction, reconstruction, maintenance, current, repair and overhaul of highways, bridges and Bridge Structures;
- road safety engineering procedures - a set of engineering measures taken in the process of road safety management through expert assessment for early identification and elimination of road risks at all stages of the road life cycle (planning, design, construction, reconstruction, maintenance and repair) prior to commissioning and/or during its operation, which consist of the following procedures: road safety audit; road safety assessment program; inspection of road safety; road safety inspection; road safety assessment program; road safety inspection.
At the same time, the Classification includes other types of works, such as manual and mechanized cleaning of roads, Bridge Structures and tunnels, service facilities, pumping of rain, melt and flood waters, maintenance of Intelligent Transportation Systems, technical means of communication and other types of works performed by road organizations, which were not previously provided for.
The expanded classification will allow road organizations to:
- plan works taking into account new standards and requirements;
- improve the level of traffic safety;
- effectively use new technologies and materials;
- maintain a high level of maintenance of roads and service facilities.
