Comprehensive modernization of the regulatory and technical framework of the road sector continues

In accordance with the mandate of the Committee of Highways of the Ministry of Transport of the Republic of Kazakhstan, the Kazakhstan Road Research Institute (KazdorNII) is developing and revising 16 key regulatory documents this year. These documents establish the standards and requirements for the construction, rehabilitation, and maintenance of highways.

Among them are five standards, including three documents based on the international Superpave technology, as well as regulations for stone mastic asphalt mixtures and anti-icing materials. Five departmental regulations are being prepared, covering technical supervision, road diagnostics and certification, maintenance and service life of structural elements, as well as bridge structures. In addition, two collections of cost estimation norms are being revised, while two codes of practice introduce new methodologies for traffic flow assessment and the application of BIM technologies.

Part of these documents has already been approved by orders of the Ministry of Transport, while the remainder is undergoing expert review and interagency coordination. This large-scale revision of the regulatory framework is aimed at improving the quality of road construction, introducing advanced technologies and digital solutions, and establishing a unified system of requirements nationwide.

“These documents form the foundation of the sector for the coming years. The durability of road pavements, the level of safety, and the efficiency of infrastructure investment all depend on the soundness of the regulatory framework. By introducing modern approaches ranging from Superpave to BIM technologies, Kazakhstan will align with international standards and enhance the competitiveness of its transport system,” — noted the Kazakhstan Road Research Institute (KazdorNII).
