Kazakhstan Launches Unified Road Sector Qualification Base “JOLSHY”

In line with the directives of President Kassym-Jomart Tokayev, who declared 2025 the “Year of Vocational Professions,” a concrete measure has been the creation of a unified qualification database for road industry professionals, “JOLSHY.”

This new digital platform, developed by the Kazakhstan Road Research Institute (KazdorNII) under the Committee of Highways of the Ministry of Transport of the Republic of Kazakhstan, is designed to address workforce shortages and ensure transparency in human capital management within the road sector.

For years, the absence of a specialized educational program in transport construction has resulted in a shortage of qualified personnel. Specialists entered the industry without essential knowledge of modern materials and standards; technical supervision engineers operated outside transparent oversight, and contractors often took on new projects without completing existing ones. Consequently, road quality declined, public trust weakened, and operational risks increased.

“It is expected that the new qualification database, ‘JOLSHY,’ will change this situation. This digital platform, for the first time in the sector’s history, consolidates data on all professionals—from students and graduates to engineers and managers involved in road design, construction, and operation. The system has already brought together over two thousand users, including students, employers, and engineering services. It records information on qualifications, work experience, and completed professional development courses. Employers gain access to verified candidate profiles, while graduates have opportunities for internships and employment in their field,”KazdorNII stated.

The platform’s real impact is reflected in concrete examples. A road faculty student can register in advance and secure an internship at a selected company. Employers see not only an engineer’s CV but also verified data on their qualifications and experience. A technical supervision specialist cannot remain hidden behind a contractor; their name is registered in the system, and work results become available for monitoring. In this way, “JOLSHY” enhances transparency and bridges education, business, and government.

Starting September 1, 2025, Kazakhstan will implement a regulation requiring mandatory professional development for road sector employees. “JOLSHY” will serve as the platform to record this process, making the certification of professional competencies a mandatory condition for employment in the industry. In the near future, the database will be integrated with national digital systems such as e-License and Enbek.kz, establishing it as a core component of Kazakhstan’s national digital infrastructure.

“JOLSHY” is more than an electronic database; it is a tool of state policy for developing the human capital of the road sector. It addresses workforce shortages, enhances transparency and accountability of professionals, and creates opportunities for career growth.
