1981 - 1996 Almaty Architecture and Construction Institute of (AACI).
Department of “Reinforced Concrete Structures”: Assistant, Senior Lecturer, Associate Professor. From 1987 to 1990 he was a post-graduate student of the Research Institute of Concrete and Reinforced Concrete of the State Construction Committee of the USSR (Moscow), where he successfully defended his PhD thesis.

Vice-Rector for Academic Affairs, Vice-Rector for Scientific and Educational and Methodological Work. In 2010, Shalkarov A. defended his doctoral dissertation on the topic: “Optimization of reinforced concrete structures of bridges and prestressed ties”

Shalkarov Abdiashim devoted his entire working life to the training of highly qualified specialists for the road industry of the Republic of Kazakhstan, as well as the training and advanced training of teaching staff..
Since 2013, he has been working in “Kazakhstan Road Research Institute” Joint Stock Company as a leading scientific researcher in the Department of Bridge Structures. He developed the National Standards:
ST RK 2370-2013 Bridge structures and culverts on highways. Transport interchanges at different levels. Design requirements.
ST RK 2597-2014 Bridge structures and culverts on highways. Deformation seams of crushed-stone-mastic superstructures.
ST RK 2722-2015 Bridge structures and culverts on highways. Requirements for the design of reinforcement and broadening.

Under his leadership, as the Chief Engineer of the project, projects for the construction and reconstruction of more than 10 bridge structures in the republican public roads of the Karaganda, Almaty, East Kazakhstan regions were developed. Directly under his leadership, standard design solutions for pedestrian bridges for 2, 4 and 6 lane traffic on public roads I-a, I-b, II technical category were developed.
Shalkarov A. participated in the testing of reinforced concrete products manufactured by the Almaty plant of bridge structures, Transstroymost, he tested bridge structures in the South Kazakhstan region and in Astana. He has extensive experience in carrying out diagnostic work and certification of bridge structures and assessing their technical condition.
Shalkarov A. has extensive experience in scientific, pedagogical work in higher educational institutions, is well versed in modern methods of scientific research in the field of organization and traffic safety. He took an active part in the development of the State General Educational Standards of Higher Professional Education in the specialty 4311 – “Bridges and Transport Tunnels”. He is the author of more than 100 scientific and educational works devoted to the design, construction and reconstruction of bridge structures. He developed R&D programs for the development and updating of the regulatory framework on roads.
